The 4th Open-ended Meeting of Technical and Legal Experts on States' Implementation of the Guidance on the Import and Export of Radioactive Sources was held from 27 to 31 May 2024 at the Vienna International Centre (VIC), IAEA Headquarters, Vienna, Austria (Ref. No. EVT2305092).

Organised by the International Atomic Energy Agency (IAEA) under the Board of Governors-endorsed Process for the Sharing of Information on States' Implementation of the Code of Conduct on the Safety and Security of Radioactive Sources and its associated Guidance, the meeting brought together around 220 participants from 120 countries and two international organisations. The 2024 edition marked the 20th anniversary of the Board of Governors' approval of the Guidance on the Import and Export of Radioactive Sources (approved 2004, revised and endorsed 2011).

Objectives: promote a wide exchange of information on national implementation of the import and export provisions of the Code and of the Import-Export Guidance; summarise implementation practices across States; and agree recommendations for further enhancement. The programme combined national presentations, country group discussions, panel sessions and interactive activities, covering the safety-security interface in training, authorisation and inspection, evaluation of import/export authorisation applications, and consent and notification forms. Participants also received a demonstration of the IAEA Regulatory Authority Information System (RAIS+), including a preview of a draft digital licensing process for transfers between importing and exporting countries.

Practical details: working language English; no registration fee; participation by designation through IAEA Member States or invited organisations via the InTouch+ platform. As of the 2024 meeting, 137 Member States had made a political commitment to the Import-Export Guidance and 153 States had designated State contact points.

This event is one of the rotating tracks of the IAEA open-ended meeting series (the 2025 edition covered the Guidance on the Management of Disused Radioactive Sources and the 2026 edition the Code of Conduct); no dates for the next Import-Export meeting have been announced yet. Verified against the official IAEA event page and the official IAEA Information Sheet for EVT2305092 on 22 September 2026.
